Rule 26
FACILITIES OF VISITATION AND CORRESPONDENCE
(1) All detainees or prisoners in jails shall be provided with the following facilities:-
(a) During office hours, under the supervision of the jailer, he can meet with his relatives and friends twice a week. During such meetings, the prisoner or detainee will be allowed to talk inside the prison door and the person who comes to visit him outside the door.
(b) The jailer may receive every letter passed through censoring and send up to two letters censored by the jailer in a week.
(c) Newspapers, magazines and books licensed or permitted by the Government of Nepal will be allowed.
(d) The jailer or the staff or security personnel designated by him will have the facility to contact his family by telephone or other means of communication.
(2) When the jailer censors a letter sent to a prison inmate or a detainee, any letter or paper that contains any direct or indirect signs that are harmful to the country or any organization other than public interest should be confiscated and submitted to the relevant Chief District Officer for action. br> (3) Notwithstanding anything written in sub-rules (1) and (2), the jailer shall visit the prisoner or detainee if formally requested by a representative of the media or a person or organization involved in study and research work in order to obtain information about the condition of the prison and the prisoner or detainee. can give permission.
